Owner, Administrator Of Facility
According to the Romanian Government Decision No. 1309 of November, 25,
1996, published in the Monitorul Official No. 330/9 December 1996, Article
8 and 9 as well as Annex 2, Chapter 3, Article 6, paragraph (1), (2),
(3):
"The national-interest nuclear installations, among which also
it is included the VVR-S Nuclear Reactor are public property".
IFIN- HH administrates with the diligence of a good owner the public property-goods
among which also the national-interest nuclear installations with the
following denominations: “VVR-S Nuclear Reactor for Research and
Radioisotope Production; Treatment Plant for Radioactive Waste and National
Repository of Radioactive Waste”
The goods that are under public property are differently outlined in the
IFIN-HH patrimony. In Annex 1 of the Government Decision No. 400/1997
on the approval of the list of national-interest special installations
financed by MCT, the VVR-S nuclear reactor is listed under the administration
of IFIN-HH.
The main safety principle for the peaceful utilization of nuclear
energy in our institute is the protection of life, health and property
against the hazards of nuclear energy and the detrimental effects of ionizing
radiation
All of the facilities must be equipped with an effective safety system
that will protect the personnel as well as the environment from the radioactivity
related to the operation and decommissioning of the nuclear installation.

Geographycal Location And Vecinity Of Facility
The facility is situated in the Romanian Field, at about 3 km Southeast from the built borderline of Bucharest and 8 km straight from the center of the town.
On south south –west at 0.8 km, 1.2 km and 5 km are placed rivers Ciorogarla, Sabar and Arges.
The VVR-S reactor of the Institute of Physics and Nuclear Engineering (IFIN-HH) is situated on the premises of REACTOR GROUP 1.
The Reactor Group 1 precinct is located in the neighborhood of the Magurele Commune on the West and next to Jilava Commune on the South and Southeast.
The REACTOR Group I have access to the road Bucharest-Magurele, through a modern linking way: concrete highway with asphalt of 9 m-width, with one traffic bands each direction.
As well, the Reactor Group 1 premises have access to the railways networks through a connection to the borderline railway from the South of Bucharest.

* The maximum power
level that the plant was authorized to operate with was 2MW. Between
1962 and 1965, a study for increasing the reactor power at 3 MW without
modification of the primary circuit, was done. The reactor operated
experimentally at 3 MW for a short period of time, as it was reached
the conclusion that the secondary circuit had to be modified in order
to undertake the heat difference.
In December 1997, the reactor was shut down,
waiting for decommissioning.
In July 2001 the Board of Administration of IFIN-HH
decided the permanent shutdown and starting of the decommissioning preparation
actions.
In May 2002 the Romanian Government decide the
final shutdown for the decommissioning of the Nuclear Reactor VVR-S.
